I decided to create the effect by taking a screenshot of the panel I wanted with the background blurred behind it, cropping it as close as I could in Photoshop and putting it in Storyline. Then for the panel on top of that one, I just blurred the background more, took another screenshot, cropped and put it in Storyline, then lined it up on top of the other one. Then the background in Storyline is not blurred at all and just has these panels on top of it that have a blurred image of the background in them. Hope that makes sense.
I couldn't really think of another way to do it, and because I took this approach, this isn't the sort of presentation that would allow these panels to move as they would take the background with them.
I'm open to suggestions on other ways to do this!
