Hey Dan! I think the first example is a great example of a tab interaction. Perhaps it could be better categorized as "flash cards". Tabs ... flash cards ... same thing in my book! 😁
One thing I believe the first example could benefit from is improved contrast and use of color. Right now, each tab has a red border which, to me, should be reserved for the "Lacking" state. Having each tab start off with a green border (or something else other than red) would probably be a little more appropriate to indicate that it is "present" (i.e., not lacking). I've attempted to recreate your project to illustrate this and some other areas that could use a reapplication of color:
