Buttons when using VoiceOver on iPhone

A learner reported that our "Start Course" button wasn't working using VoiceOver on their. I tested and confirmed that it wasn't working for me either (using Safari or Chrome). While testing, I found that tapping three times (instead of the normal two times) did activate the button. Is this a known issue? Might it have something to so with buttons that have multiple states?

    I first thought that you must be using Rise because you mentioned the Start Course button. However, now that you mention multiple states, I'm not sure.

    Are you experiencing this behavior in Storyline or Rise?
