Articulate 360 converting MP4 files to SCORM - LMS Completion marked incorrectly

We are brand new to using articulate 360 and tasked with converting a large number of MP4 files to SCORM packages. 

Issue:  When uploaded to Skilljar LMS, lesson marked as complete before completion requirements are met (almost immediately).  Same occurs in SCORM Cloud.  What setting in Articulate are we missing?  Our proejct is one slide with the video file.  We do not have any triggers or buttons.

We are performing the following steps:

  1. New project (only one slide).  
  2. Switch to slide view
  3. insert video
  4. Player properties - adjust Resume on restart to Always Resume (and also tried Prompt to Resume)
  5. Publishing to SCORM 1.2
    1. Reporting and Tracking - On the LMS tab, selecting Completed/Incomplete.  Also tried Passed/Incomplete
    2. On the Tracking tab - selected When the Learner has viewed 90% of All Slides in Project

Based on your description of your experience, it looks like everything is working as intended. You mentioned having only one slide in your video, with the following settings enabled: 

On the Tracking tab - selected When the Learner has viewed 90% of All Slides in Project

This means that the moment your learner views the only slide in your course, they would have viewed 100% of the slides, meeting the criteria to mark your course as completed.

If you prefer to mark your course as completed only after your learners finish watching the video, you can do something like this instead: 

And then, for the reporting settings, you can track using the Complete course trigger:
