change of color all around the navigation bar in SL3

Good news!! I found the setting you were looking for! Here are the steps to get there!

1. Click Color & Effects
2. Click Show advanced color ediiting
3. Click the Edit item drop down menu
4. Scroll over Base
5. Click Main Background
6. Choose white as the Bottom color
