Technically the page timeline is a timer. You can set the NEXT button (if you are using the course player) to disabled when the timeline starts on the page, and then set the state of the NEXT button to Normal once the timeline reaches X time. See attached screenshot "Option 1." 

You can also make the NEXT button disabled until the user has done something, like answered a question or clicked a button. 

You can also enable the NEXT button once audio or video has played all the way through. See attached screenshot "Option 2."
