Creating a Drag and Drop with Two Drop Targets

I am working on a course for my local animal shelter and I'm having issues with a slide where I'm trying to create a drag and drop interaction with two potential drop targets. It is on slide 1.13 QR Code Application Process Scan Code. I have an iPhone that learners need to drag and drop over one of the QR codes on the adoption poster. 

I know Storyline doesn't allow you to have two drop targets for the same object. I tried a workaround using a Select One interaction and off-screen correct and incorrect buttons with triggers and states, but it isn't working as I expect it to.

Can anyone help me adjust the slide so learners will get a message stating, "It looks like the customer couldn’t figure out the QR code. Give them a paper application instead." if they drag and drop the iPhone anywhere, other than the QR codes? If they drag and drop the iPhone on top of one of the QR codes, they should get a message stating, "Great job scanning the QR code correctly!"

One problem with the original is that the phone is so big it must be dropped on either the Dog or Cat QR. If it is important to you to have the possibility of an incorrect drop, there have to be some design changes. I choose to expand the poster enough to fit a drop space between the QR codes.
