1. 3 drage items 1 drop item. Users can only drage and drop 2 item in drop target when they try to drop another one , then the previous dropped item one will be returned that place.

As Leslie says, what you want is beyond the scope of the native Drag and Drop. Using a Pick One interaction, I've created a drag and drop interaction that has about a dozen options that are not available in the native DnD. It contains options that can answer both of your questions. You can find it here:

i checked ur file. two issues are there 1. I did correct answer only 2. i can't drop noun in verb box(because the user don't know exact correct answer) the user can drage any item and drop any box.

how to set one drage item which is right any drop item
for example,
the word 'care' is 'noun' and also 'verb'
the user can drop 'verb or 'noun' box(which is always right in any drop traget).
