Difficulty Adding Tabs interactivity to Layer

I'm building my first mock course in Storyline and am unable to figure out how to add specific interactivity from the Content Library to a new layer.

I created three custom tabs on one slide. When learners click the first button, it brings them to a new layer with new content. To break that content down, I want to insert tabs from the Velocity template as an interaction to display that content. However, to access those tabs, I am forced to create a new slide. Am I doing something wrong or am I limited to only Characters, Photos, Illustrations, Icons, and Videos interactions from the Content Library for layers?

When you're within the layer, the options you have are to insert Characters, Photos, Illustrations, Icons, and Videos from the Content Library:

If you want to insert a slide template from the Content Library, you need to do it by creating a new slide:

After creating the slide, you can copy and paste some of the objects to your layer, but it will be a manual process.

Thank you so much for your reply. 

I created a new slide and copied the tab interaction over to the ADDIE tab - so it's kind of a tab within a tab...but now am unsure how to configure it to function appropriately. 

I wonder if it’s not possible after examining the system-configured tab interaction as it requires multiple layers for each tab…and I need to manipulate the states, layer content and objects all on one layer.
