Drag and Drop Interaction Requiring Drag Object to be in Normal State

I have a course where the learner can select a personalized avatar. I am accomplishing this by having multiple states on one character and using an Avatar variable and triggers to change the state. 
The avatar selection is working great, however, I have a slide that lets the learner place their avatar on an image in a space of their choosing. The interaction only works if the avatar object is in the normal state, which defeats the purpose of personalization. If the avatar is in the state of "Charles" for example, it does not recognize that the object has been dropped on the target.

Am I doing something wrong or is this a limitation of SL 360?

If it is a limitation, is there a way to change the normal state based on triggers and variables?
