Graded Quiz Help- "Retry" option doesn't permit "Submit" function or to reselect answers

Can someone kindly advise me on help needed for a Graded Quiz in Articulate Storyline 360 (v.3.66.28355.0)? I tried a bunch of different setting options per various help articles, but still not getting what I need...

Background: I have a 10-question quiz at the end of my course, for which users get 1 guess at each question before submitting each question (not being told if it is correct of incorrect yet), then once done with the 10th question they get the Results slide to see if they passed or failed with an 80%. Then, they get to "Retry" the test if they did not pass. 

Problem: I can get the Retry on the Results slide to work and go back to my Question 1 slide, but only for the Retry the Submit button is now replaced with Previous/Next buttons instead (since I had to set up my slide property as "When revisiting" > "Set to Initial State.") even though the Submit button is selected for that Slide Property (see attached). So, the new 2nd attempt answer cannot technically be submitted/graded, and thus not counted as part of the Retry. How do I fix this?

(note: I did follow some article advice, where I got the Submit button back for the Retry, however what this did then was not allow me to select new answers at all. The radio buttons simply do not move at all for this retry attempt. So, either I can get the Submit button back but it doesn't let me pick new answers, or I can select new answers but the Submit button goes away (again when set to: "Set to Initial State.")).

For the Retry button I have set up:

When the user clicks Button 1 (this is my retry button in this 1.63 results slide)
-Jump to slide 1.53 (this is my question 1 slide)
-Reset results 1.63 Results Slide
-Add value 1 to Count

(I found the Add Value 1 to Count as a reco from a previous post. I'm not exactly sure of it's role).

Then for slide 1.53 (my question 1 slide) my triggers are:

When the timeline starts on this slide
Set state of Item 1 to Normal  (item 1 being the radio button to select answer. There are 4 potential answers)

Set state of Item 2 to Normal 

Set state of Item 2 to Normal 

Set state of Item 4 to Normal 

Also on this slide I have a Submit Button trigger:

When the user clicks Submit

Submit Pick Many 1
