Graying out the Base Layer

I am new to articulate and trying to have the base layer all grayed out when the correct banner comes up. 

I have watched several videos about layers, but can't seem to find the best one that would allow me to make the attached look of the image happen.

This is what I want it to look like when it runs, but all the colors of the base layer come through when I go to preview.

What triggers do I need to make this happen?

Hi, Joe,

As I understand it, you want the items on the base to show in grayscale when the user see the feedback layer. 

To achieve that, all of the base objects would need a custom state that is in shades of gray. For example, any object with a colorful fill would need its fill changed to gray in the custom state. And any color picture would need the color saturation turned down to 0 in the custom state to make it look like a black-and-white photo. 

The layer would need triggers to change the state of each object to its grayed-out state when the timeline starts on the layer. You'd also have to test and adjust (as necessary) the Slide Properties to ensure the objects reset to the proper state for re-answering the question, if that is allowed. 

An easier solution would be to give the layer's background a semi-transparent gray fill, or just put a rectangle with that sort of fill behind all the other objects. That wouldn't eliminate all of the color on the base, but it would dim the colors somewhat. You could try different combinations of fill color and transparency until you find one that's good enough.
