How Can I Create a Drag Drop With Only One Incorrect Answer?

I'm trying to create an activity where the learner has to put a set of four actions into the order in which they'd do them.  The purpose of the activity is that there's one action that cannot be done first, otherwise the order doesn't matter.

I started with a freeform slide and a drag/drop, but it only allows a drag item to be selected once, and I can't select multiple targets for one item.  I've read a couple of other posts on here that discuss similar situations, but none of them seem to be on the money for this one.   

If anyone has an answer, or another way of looking at this, I'd appreciate it!
