how to access storyline content from an SD card on an android phone

Since articulate is no longer supporting Flash, the Articulate App cannot be used. I have been told that it is possible to save published content on to an SD card so that it can be accessed via a web browser.  I have tried to do this by publishing by web and CD but neither works.  When I try to access the HTML launcher via a web browser, nothing happens.  And when I try to launch from the story.exe file on an android phone it tells me that I don't have the appropriate application to run this kind of file (although it launches fine from my laptop!).  The capacity for downloads and offline viewing from apps associated with LMS and VLE is constrained by (a) the fact that there doesn't seem any easy way to save them to an SD card on the phone and (b) if one wants to download multiple files, requires a costly upgrade.  Offline access is the aim.  Can anyone suggest how I can achieve this?
