The state of Sun in your file does change to Rise after the animation completes. However, you put the image in the Rise state above the position of the Normal sun. When the Sun moved up its motion path, the Rise state moved with it. But that put it over the top of the slide, so it's not visible.

That's fixed in the attached file. I moved the Rise-state image so it matches the original position of the Normal state of the object. Thus, when the motion path completes, the Rise-state image is in the same position as the Normal state is when the motion path completes. 

FYI: I also deleted the trigger to change the state of the Sun to Hidden when the timeline starts. Instead, I simply changed the Initial State of the Sun to Hidden.
