Question text jumping on hover state

I have a minor jump in text position between the normal state, and the hover and selected states it's not a major jump but is noticeable. It usually only occurs on text with three lines or more, and on the last line, but it is not consistent and can change ie one text box has the jump, after closing and reopening it's a different text box on the same page.

I did a search on the forum and found two articles covering the issue but neither of them solved the issue for me. I tried typing in text (in form view and page view) as well as the normal cut and paste text, cutting and respasting the text box, etc, none worked.

I've atached a sample file that shows the issue, with arrows showing which line jumps (although) it may be different when opened again.

Any ideas?
