Are there settings in a quiz to change the ability to retake a quiz? I have a course that seems to kick people out after retaking a quiz a number of times. I know I can change so each question can be retried more than once, but not the entire quiz. I have each question set to 1 attempt.
Storyline 2 had a quiz settings button, but I don't know where it is in 360.

As discussed above, if you have your course published and are tracking completion based on a quiz, you can allow retries. The quiz is not considered 'complete' until the minimum percentage you've defined is met, so yes, the score is sent to update your LMS.
If you see different behavior, I want to look at your project file to investigate what's happening with your permission. You can share it publicly here or send it to me privately by uploading it here. I'll delete it when I'm done troubleshooting.
