I'm using the pre-made templates in storyline 360 for my 15 question quiz. When the user selects an incorrect response, s/he needs to click the submit button twice to see the results. When s/he selects a correct response, clicking the submit button once works fine. Does anyone know why this is happening? It happens with all 15 questions (which are a mix of multiple choice, true/false, and drag and drop).

First, what version of Storyline are you using? You can find this detail by going to the Help tab, then About Storyline. The latest version is Update 24.
Also, do you find the same problem happens when you create a new quiz slide from scratch, not using the Content Library?
If you're not able to recreate the behavior in a non-Content Library quiz slide, that tells us that the culprit lies in the template. Would you mind sharing your .story file with us? We'll try to replicate what you're experiencing and will delete it after troubleshooting. You can send that Storyline file to us privately by using this upload link.

The culprit: The question slides are set to have 2 attempts with no 'Try Again' feedback. That way, learners need to click the Submit button twice before the incorrect feedback appears, as it allows for another chance to answer the question with no additional feedback.
Here's how to fix that: Limit the attempts to 1, or set up a 'Try Again' layer.
I'm using the pre-Quiz template. However, after submitting the correct/incorrect answers, no layer was shown on the screen. It happens with all 10 questions.

I have not created a new quiz slide from scratch, so I don't know if the same thing happens. Should I try it? Will it help solve this issue?
