Storyline 3 allows you to develop courses on your local computer. You can then publish a course for different formats.
Publishing for the web produces a set of files that can be uploaded to a web server. This option doesn't allow for tracking. But a course on the web could still contain a hyperlink that opens a new email (as described below).
Publishing for LMS/LRS produces a set of files that can be uploaded to a learning management system (LMS) or learning record store (LRS). An LMS/LRS can track progress and results.
Storyline 3 lets you add a hyperlink that opens a new email addressed to a specified e-address. If you wanted the email to go to the user taking the course, they would have to put their e-address in the new email.
