Taskbar and content library not working

I have noticed that when I pin storyline and/or articulate to my taskbar, that every so often I am not able to access my content library.  If I remove them from my taskbar and reopen them I can access the content library just great.  Is there an issue with pinning storyline or articulate to my task bar?  Not sure why I get an error sometime trying to access the content library. I am on Windows 10 Enterprise 21H2.
