Which version of Storyline are you using? I am using Storyline 360 version 3.78.30747.0.
Is this happening with more than one file or is this the only one?

just tested with the current storyline version -> no problems with "Allow text to overflow".
I have created a new file with new empty slides and new text boxes -> copy & paste works, "Allow text to overflow" remains the same
what happens if you do the same
It changes to the scroll bar option
