'Zoom Picture' button option

I'm working in SL360 and added the 'Zoom Picture' option from the Picture Tools menu but it is not showing in the slide preview. I checked to make sure lock aspect ration was off. I also tried making the picture smaller (thinking it didn't have enough room to zoom).
Has anyone else had this problem, or are their suggested steps to fix this??
[SLIDE FORMAT] This is a drag and drop activity to better understand how to write a professional email. The options are hidden until the learner clicks the purple box at the bottom and then that box will be dropped on the correct answer.
The goal was the click the picture first and then start the exercise.

Hello Hilary,
Typically when that happens, it is because the picture is not smaller than the "original" size. Sounds like you have tested it, but to be sure the original size is larger, you may want to check Picture Tools>Format>ResetPicture (drop down)>Reset Picture and Size
If it does not get bigger, then the original size of your picture is too small for the effect.

Thank you so much for the reply. I did the steps above and the picture got bigger (hanging off the screen). Perhaps it is too big? Is there a specific parameter for that to work?
Do you have a slide or the pic you can share? I am not able to replicate on this end.
