Adding fixed layers to a scrolling panel image

Thanks to another post, I have figured out how to add fixed hotspots to my scrolling panel image but now I'm wondering, can you add layers to the scrolling panel image? I have 4 hotspots in my scrol...

I am also trying to do this - I see that there has been no reply and you posted this a year ago.

Were you able to work this out?    I'm not sure if it's possible but hoping there is a way.
