Allow Forward Seeking on Video Block Isn't Working

This is happening to me and multiple colleagues as well. It wasn't previously an issue we'd encountered until sometime in June, now all the uploaded videos in all the modules will not allow forward seeking regardless of the setting.
So far I've been able to get it working in Firefox, but not in Chrome or Edge. Clearing the cache didn't fix it. Incognito mode didn't work. All browsers are up to date with the latest versions.
For me this was a problem with Cisco Umbrella blocking the requests. Check to see if you are using Cisco as a secure web gateway. If you are you will need to add the URLs articulateusercontent.com to the SSL decryption exemption along with the URL for your LMS to stop it from blocking the forward seek.
