Are Storyline blocks in Rise tied to the Review account?
If a storyline block is added to a Rise course and then that contributor leaves the organization, does the block still function if that contributors Review files no longer exist?

The SL block permanently becomes a part of the Rise file once inserted. You can delete the SL block from Review 360 and it will still work in Rise.
