Arrangement/order from layout not applied

In the attached screenshot you can see that image is in front of the black bar. However in the layout the image is behind the black bar (as I want it). Somehow the arr...
I know come in the situation that I also want to have an icon in a bar that's in front of the background image (a placeholder for a picture). Do you also have an idea how to achieve that?
Solved this temporarily by adding a picture placeholder in the bar and then adding the icon I want in the slide view. This only means I have to add the icon manually every time instead of ones in the master layout.
You could use the layer method described above. That has the problem of not being able to see exactly how the slide will look until you preview/publish.
Otherwise, you will have to manually add the icon on every slide.
Which method to use is a matter of preference.
