Assessments Slide Masters and Layouts

Hi, 

I'm trying to create a Storyline assessment template with functional slide masters and layouts. I'd like to be able to import questions from Excel and have them appear in a formatted slide, or be able to apply a layout to them. Right now, they just appear in a plain slide and there's no formatting. I need to create multiple choice and multiple response questions. 

I've tried to create slide masters and layouts, but they aren't working. 

I don't know if  

a) I'm just incompetent and need some basic template-creation training, or

b) this is something that can't be done. 

Has anyone created this sort of template? Can you recommend any resources?
