In Storyline, there are various ways of achieving the same result through different methods. I am looking forward to what others in the community might suggest for you.
In the meantime, my suggestion would be to use layers instead of states. It will give you better control of when and how the textboxes will appear.
I am attaching an edited version of your file using layers, as an example.
