Base layer playing while editing another layer

Sorry about the picture. If you right-click on it and open the image in a new tab, depending on your browser it should load a full-sized image for you.
I do find it strange that we're getting different behavior after testing the same project file. As a troubleshooting step, please try repairing your Storyline 360 installation to fix the problem. If the issue persists, please make a quick Peek 360 recording so I can test it more accurately using your steps.

The reinstall worked! And I see new features. I've spoken to my IT team and confirmed I was not setup to check for updates, so they've now added that to their calendar and hopefully I'll be less glitchy going forward.
