Best way to provide 'unlocked' eLearns for review in Review 360
I try where possible to design and develop without navigation constraints until close to the end when the content is pretty signed off. It's bitten me once or twice where I uploaded an unrestricted eLearning to an LMS but I've always caught it quickly since we test our own courses. To me still worth it though to have added "implement navigation restrictions" as close to my final publish as possible.
The table of contents definitely seems to be something people would appreciate. SMEs are always limited on time so if they can just jump straight to a certain couple blocks or lessons, do their thing, and get back to the business, all the better for everyone.
In your case, the tradeoffs of adding all of your restrictions and gates toward the end of the project after content sign-off are that you'd have "more work" at the end but can also potentially spool up a prototype quicker for SMEs to begin reviewing sooner.
