Bring buttons to front
Ops I'll need to fix my name.
These are buttons I crated by going into master slide -> Insert -> Button
These buttons are not what I'm evaluating, more the system as a whole. The z-index of the buttons are just the start, when I have some content I'll test with a screen reader.
Not sure why the attachment didn't work, tried saving it again and uploading. It's just pretty basic buttons that I am unable to bring in front of the footer.
In master slide view they are in front of my footer which is blue, in editing view and on scorm cloud they are behind.

Anything located on the Slide Master will always appear behind the other items on the slide. If you're going to have the rectangle shape at the bottom on some slides, I'd recommend adding a layout that includes the shape and custom navigation buttons.
