Can I create a software simulation in Storyline from a pre-existing mp4 video/screencast?

My team is working to create a software training library for our clients, and we have some videos already available. I know Storyline has screencast-to-simulation features, however...
You would have to chop the videos up and build the slides manually using a combination of videos and freeze frames.
