Can you add Slide Properties to Slide Masters?

I'm trying to create a template that my team can use and would like to set default properties for slide layouts. This can be things like setting interactivity slides to always reset to the initial state or only showing the playbar on the video layout. 

In looking online, I don't see any way to do that short of having all the layouts types as separate slides in the template file. That doesn't seem very elegant and requires my team to delete the slides they don't use. 

Does anyone have ideas/workarounds that can help?
