Cannot change image size (25%, 75%, 100%)

Please look at the attachment. As you can see, in the same project, some images I can change the size, but others I cannot.  No idea why. HELP! Thanks!

Compare the original size of the image that you are uploading. You can only do so much with Rise's sizing. You may need to modify the size of the original image before uploading it.
