Can't change trigger order

All of a sudden, I can't change the trigger order for triggers on the same object.
My triggers are currently arranged like this:

Hi -- I cannot change the order of the triggers on a hotspot. If a user clicks on the hotspot, they should see a specific layer. If not, they should see a hint layer. For some reason the hint layer appears briefly when I click the hotspot.
