No, you dont need to use variables for this functionality (though you certainly can, and sometimes it gives us more flexibility)
But for the desired functionality you have described, states should work fine.
Ive looked at your Storyline project, and the only problem is that your Menu slide is set to "Reset To Initial State" in the slide properties.
That means, every time your Learner comes back to it, your "Visited" state is reset as well.
Just set the slide to "Resume Saved State" and all should be well! :)
