Clearing "Resume where you left off"

Your LMS is the one that saves the suspend data of your course, which is what it uses to resume the course at the point where the learner left off. Since the suspend data is managed by your LMS, you'll need to reach out to them to see if they can clear this data after a certain amount of time has elapsed to allow your learners to retake annual courses without resuming existing progress.
I recommend enabling the resume option for your course to allow your learners to save their progress and resume if they exit the course. Then, ask your LMS support team to clear the suspended data of your annual training at least once a year.
I wanted to point out that one of the issues is that traditional LMS do not work for the large student population at Universities. Thousands of students and other lab workers who are often not employees need to be able to access a variety of specialty Health and Safety training modules - some are required, some are not but very useful to them- depending on the hazards they work with. These cannot be assigned by an LMS admin. The individual research groups (the PIs) need to manage who works with what. That's why our programmers built a custom app connecting the student to their research group's hazard profile. For compliance reasons, we need to track completion including non-employees.
