Commenting without an Articulate ID - users that used to have an ID
If someone just used the free trial, is there a way that they would be able to comment on a training after their free trial already expired?

Yes, you can still comment on existing courses published in Review 360 even without an active subscription! The only thing I'd check is if the courses you're commenting on need an Articulate ID to be signed in before you can leave any comment. Otherwise, you should be good to go!

The issue that my co-worker encountered is that when asked for her email, it seemed to recognize that she had an account before (the settings were set up to not have to have an account), so it kept sending her to the log in page and she was not able to leave a comment.

A user being prompted to sign in, is expected behavior for those who've previously created an Articulate ID. The system can recognize that. Even if they are not on an active subscription or trial, they can still log into Articulate. They just won't have access to the authoring tools.
If your colleague proceeds with the sign in process, they should be able to return to the Review 360 item, and leave comments.
