Continue button - Complete content before moving on

I have a Storyline block that I'm using in a Rise course and I want to ensure that the learner is looking at the entire table before being able to continue.  I've set the Continue button to "Complete the content above before moving on".  However, when I preview, the Continue button displays already enabled when the Storyline block enters.  Is there a fix for this or a suggestion for a workaround?  The Stakeholder wants them to read this table as there will be a knowledge check later in the lesson.  Thanks!
