I'm not sure how (or if it is possible) to change the visibility of the next button. One option would be to use variables as you suggested, to identify when users have viewed each tab. Then, add a trigger condition to the next button so that users will only be able to navigate after they've viewed all three tabs. Although the Next button will always be visible using this approach, it could be used as a way to prevent users from navigating forward until all three tabs are viewed.
