copy slides as slide masters

I am trying to convert an old course into a new template and so I am trying to save the new template as layouts or as Slide Master. But when I go to Slide Master view and click Inser...

I have submitted it as a support case, as I am looking for something even more effective than importing the slides, if it is possible.
