Thanks for letting us know what you were experiencing when trying to replicate this on your end. 

If I understand correctly, you have republished all of your courses in your LMS from Storyline 360 version 67 to 72?

If this is true, I'd like to let you know that it is expected behavior for learners not to have the ability to resume:
