Creating Closed Caption Files Using YouTube

I am trying to create an SRT/VCC file from an MP3 file. YouTube does not support the import of MP3, so I used an MP3-to-MP4 conversion program. I can import a regular MP4 file into YouTube...

One more idea: Have you tried VLC player? They offer batch processing to mp4: https://www.vlchelp.com/convert-audio-format/
