Creating own templates in Rise

Hello! 

I'm looking for a way to create my own Design templates in Rise 360.

Does this feature exist? 

It means can we create new own design element functionally in rise apart from rise template and element.

Is there a way of setting the default Font Size to 18 across all blocks?

I can create a Block template, however when adding a new line to a list for example, it reverts back to the standard 17 font size.
