Cue Points Don't Align to Where They are Set

I'm building an interactive video with question layers displaying at certain points during the video. I use the blue play head to move bit by bit until I'm at the point I want the question layer to show. When I publish the training and load to the LMS, the questions show earlier than where I set them in the video. Any idea what is happening? (I'm beginning to go a little insane with trying to align the cue points to the correct spot 😂)
