Default export of Rise courses not working in Oracle PeopleSoft ELM

Is anyone else having issues making the LMS default export work in Oracle PeopleSoft ELM? 

Based on the debug log (see attachment), the course that I uploaded is loading but SCORM API initialization is failing because the browser is blocking cross-origin frame access between the course content and the LMS.

I reached out to Articulate Support and they said:

The best next step is to have your LMS vendor review how the course is being launched and hosted. They should check whether the course and LMS player are being served from compatible domains and whether the launch method allows the course to communicate with the LMS SCORM API.

We're unsure if this is an Oracle issue or a server issue. 

I'm hoping someone has some insight before the legacy export option is removed mid-August! Thank you!

Note:

• We're on Oracle PeopleSoft ELM Tools version 8.60.07, App version 9.20.00.000 but we're upgrading to Tools 8.62.10 App Version 9.20.00.000.
• The legacy export works but we have to modify the published files.
