You can set the course to restricted, although that will be a frustrating experience for the user and reviewers

Thank you for your reply! Is this because I'm using slides imported from PPT?

Setting the Player to restricted navigation automatically disables the Next button on each slide until its timeline is done. Thus, the time required on each slide depends on the length of the timeline.
- This setting applies all slides in a course. It doesn't matter whether they were imported or not.

As Phil said, users may be frustrated by having to wait to proceed. However, having worked with companies in highly regulated industries, I understand that restricted navigation is often used for compliance purposes.
Of course, there's really no way to ensure someone reads the slide while they're waiting for the Next button to enable...
