Disabling slide controls until a video has completed

I would like to disable the next button until the video has completed. The problem is that is a user pauses the video, ...
The Next button has states, so I imagine creating a trigger that sets the Next button to disabled on timeline start would accomplish this. Then a trigger to set Next to normal on media complete
