Does Text to Speech character limit also include the tags?

Hi,

I'm currently converting a script I recorded to a Text to Speech script to see if this option will be a better solution for audio recordings. I see in the "Storyline 360: Converting Text to Speech" article that the character limit for a script is 10,000. Does the limit include or exclude the characters used for the tags?
