That could probably be done using T/F variables to track whether each draggable object has been dropped (that is, whether an object is in the Dropped Correct or Dropped Incorrect state). Then have triggers that change Submit to Normal when a variable changes with conditions that require all the variables to be True.
Yeah, it's complicated. Personally, I don't think it's worth the effort. If you give it a try and need more help, I suggest you start a new discussion. That will give the question better visibility.

The Submit [question] trigger automatically includes jumping to the next slide when a graded question doesn't include the built-in Feedback function.
Here's how you could work around that:
Add the built-in Feedback.
When you do that, Storyline will automatically add Correct and Incorrect layers.
On each layer, reapply the layout to Blank.
That removes the permanent elements used by those feedback layers.
You can then delete the other unwanted placeholders, and add your content instead.
And you can then delete the triggers for showing feedback, because Storyline will do that automatically.
By the way, there's an issue with hiding the Submit button when it is clicked. If the user clicks it before answering, the program gives the Invalid Answer warning. But then the Submit button is hidden, so they wouldn't be able to answer. So, instead, hide it when the timeline starts on the Correct and Incorrect layer.
